I extracted the POTCAR in an undesired directory and I want to remove them. But it says permission denied. Note that I install them in the college HPC and I do not have the permission to use sudo.

You have to discuss this with the system managers of the HPC machine you are using. If you do not have permissions to remove files, then you probably also do not have permissions to write them. Check that they are present in the directory in question. If that is the case, then please contact the support team and tell them about the issue.
